"Energy View of BSEC Countries - 2008", A Regional Approach

The presentation of the book titled “Energy View of BSEC countries – 2008 took place at the Hyatt Regence Hotel in Baku (Azerbaijan) on September 30th and October 1st, 2009, under the auspices of the Black Sea Economic Cooperation (BSEC). The event was organized by the scientific research institute Geotechnological Problems of Oil, Gas and Chemistry (GPOGC) (Azerbaijan) and the Energy Policy and Development Centre (KEPA) of the National and Kapodistrian University of Athens (Hellas).The edition was sponsored by Hellenic Aid of the Hellenic Ministry of Foreign Affairs, while the event was sponsored by State Oil Company of Azerbaijan Republic (SOCAR).

The opening session was chaired by H.E. Natiq ALIEV - Minister of Industry and Energy, President of National Oil Committee of Azerbaijan Republic (NOCAR), Prof. Dimitrios MAVRAKIS - Director of KEPA (Hellas) and Prof. Elmira RAMAZANOVA - Correspondent member of the N.A.S., Director of Science Research Institute of GPOGC and Deputy Chief of NOCAR.

H.E. Mr. Natiq ALIEV made the opening address, while H.E. Mr. Ioannis METAXAS - Ambassador of the Hellenic Republic in Azerbaijan, Mr. Makhmud MAMMEDQUILIYEV - Deputy Minister of Foreign Affairs of Azerbaijan, Mr. Konstantinos ZAIMIS - Project Coordinator of BSEC, Mr. Kemalettin GOKTAS - Head of the PABSEC Turkish delegation, Mr. Rovnaq ABDULLAYEV - President of SOCAR and Deputy Chief of NOCAR and finally, Mr. Siyavush GARAYEV - Rector of Azerbaijan State Oil Academy and member of NOCAR made the introductory remarks.

Two more sessions were included in the first day of the event: Session 2 - "The energy outlook of BSEC (Policies, Initiatives, Characteristics)" and Session 3 - "The climate change policy issue in BSEC (policies, investment and trade in the post - Kyoto era)". During the aforementioned sessions, the authors of the national reports for Azerbaijan (Prof. Elmira RAMAZANOVA - GPOGC), Georgia (Mr. George ABULASHVILI - EEC-GEO), Russia (Prof. Alexander ILYINSKY - Finance Academy) and Turkey (Prof. Sener OKTIK - Mugla Univesrity) presented their reports, underlined the importance of the included information and informed about business opportunities in their countries. The second day was dedicated to two Round Table discussions. The first one focused on "Identifying and promoting opportunities of economic cooperation (energy and climate change)" and the second, on "Identifying sources for financing knowledge development and transfer". Representatives of banks, energy companies, embassies and academic institutions participated in the discussions.
